He was a retired Attorney at Law and a United States Marine Corp Veteran. Mr. Carter enjoyed fishing, gardening and spending time at the deer camp. He did his pre-law work at the University of Arkansas at Fayetteville and graduated from the Arkansas Law School in Little Rock. Mr. Carter was a sole practitioner in Star City where he practiced for over 50 years. He served in the Seventh Constitutional Convention of Arkansas in 1969-1970 representing Lincoln and Desha Counties and was the elected City Attorney at Star City for 35 years. In addition to his parents, he was preceded in death by his wife of 52 years, Judith Ann Carter; and his siblings, Effie, Lois, Oran, Ava, Clayton, Dale, Doyle and Noble.
He is survived by his wife of fourteen years, Billie Ingle Carter; two sons, Roger Odell Carter and wife Pam and Paul Clifton Carter and wife Wendy all of Star City; and his five grandchildren, Whitney Nicole Carter of Chester, VA, Holly Michelle Carter of Boaz, KY, David James Vasquez, Austin Clifton Carter and Conner Dale Carter all of Star City; along with numerous nieces and nephews.
Graveside services will be 10:00 a.m. Thursday, July 31, 2025, at Hickory Grove Cemetery in Star City, AR. There will be a visitation Wednesday evening from 5:00-7:00 p.m. at Stephenson-Dearman Funeral Home.
