He was a retired tomato farmer and of the Pentecostal faith. Cecil was also preceded in death by his son, Steven Collins and a brother, Marshall Collins.
Survivors include his wife, Fleta Madden Collins of Wilmar; two brothers, Hurbert Collins of Little Rock and Doyle Collins of Monticello; two sisters, Macel Kuhn of Little Rock and Susie Henry of Monticello; numerous nieces, nephews and other relatives and friends.
